JAMES C (TAD)
HOWARD - PRESIDENT
Mr. Howard joined Peat, Marwick, Mitchell
& Co. after graduating from business school. While there, he earned his
CPA certificate from the State of New York. He then joined Avon Products
and worked for 7 years in the financial, distribution and manufacturing
areas in New York, and for 3 years in Europe and Asia. During his time
at the corporate headquarters, Mr. Howard made a monthly financial
presentation to the top five corporate officers. Since moving to
Maryland, he has served as Chief Financial Officer of a biotechnology
company, a mutual fund group, Ticketron, a retail chain, and an
electronic access control company. During this period, he taught several
finance courses to undergraduates at Georgetown University and a
graduate course at the University of Maryland Business School. His
student evaluations at Georgetown consistently placed him in the top 10%
of instructors. Mr. Howard earned his undergraduate degree in Economics
from Princeton University and his MBA degree in Finance from Columbia
Business School. He is a resident of Potomac, Maryland.

JERRY BRASHEAR SENIOR VICE
PRESIDENT-CONSULTING
Dr. Brashear has more than 35 years as an
advisor to senior executives in the public and private sectors as a
consultant and research director. After completing his education, he
joined Lewin and Associates, Inc., a consulting firm that later merged
with ICF Consulting, Inc., where he was Senior Vice President, Director
of the Oil and Natural Gas Practice, and a Member of the Management
Committee. In 1997, he established The Brashear Group LLC to advise
petroleum companies and energy and environmental ministries. In
2000-2004, he founded and directed the Center for Petroleum Asset Risk
Management, at The University of Texas at Austin. In 2004, he became
Associate Director of the Critical Infrastructure Protection Program at
George Mason University, where he leads a six-university research and
planning consortium designed to improve the security of the National
Capital Region. Dr. Brashear holds an AB with high honors from
Princeton University; an MBA from Harvard Business School; and a PhD in
Urban, Technological and Environmental Planning from The University of
Michigan. He resides in Potomac, Maryland. |

KAREN KING
VICE PRESIDENT OF OPERATIONS
Ms. King began her career at the
International Brotherhood of Teamsters where she worked in the
Communications Department at the union headquarters for 10 years. During
this time, she served on the Inaugural Committee for President Ronald
Reagan.
She then worked at APCO, a Washington, DC public relations firm that
specialized in the pharmaceutical industry. Ms. King later moved to
Snyder Communications where she worked closely with the Chief Financial
Officer/Board Member during the acquisition of numerous companies that
positioned Snyder Communications as a multi-faceted marketing firm.
Snyder Communications founder and principal shareholder, Daniel Snyder,
sold the company in 1999 when he purchased the Washington Redskins. Most
recently, Ms. King has served in an executive capacity at Medtap
International, a Bethesda, Maryland company that provides health
economics and outcomes research to major pharmaceutical companies in the
United States and abroad. Ms. King resides in Potomac, Maryland.
